By default, apostille for government documents takes less time than apostille for non-government papers. The standard timeframe for apostilization of documents in Singapore is 2-5 working days.

The Russian Embassy in Singapore is not authorized to affix an apostille to official documents.
Apostille is put on the original or a copy of the document, but there are countries that accept only double apostille - in addition to the stamp on the original document, it will need to be translated into the language of the country in which you intend to submit it, notarize the translation and put an apostille on the translated document.
Consular legalization is to certify the authenticity of the signature, the authority of the person who signed the document, the authenticity of the seal or stamp that seals the document submitted for legalization, and compliance of this document with the laws of the State of Singapore.
Due to the entry into force in Singapore of the Hague Convention abolishing the requirements for legalization of documents, official documents of the Republic of Singapore with an apostille stamp for use in Russia must have only a certified translation into Russian (except for commercial documents). Legalization is not required.
Consular legalization is carried out for all other countries that have not signed the Hague Convention. Documents issued and having legal force on the territory of the Republic of Singapore can be used for submission on the territory of the Russian Federation and other countries only after their legalization first by the Singapore authorized bodies and then by the consular department of the Embassy of the country in Singapore for which the document is prepared.
A legalized document will be legally valid only in the territory of the country whose consulate stamp it bears. If you need to make legalization for several countries at once, in this case you need to prepare several packages of documents and legalize them at the Embassies of the countries you are interested in.

The legalization stamp is placed on the original document or a notarized copy. Laminated documents are not subject to consular legalization in Singapore.
Given the large number of steps required for legalization and notarization of documents in Singapore, the time frame is 14 days, but it is possible to speed up the process to 5 days (for an additional fee). Please note that due to the situation caused by the coronavirus, the timeframe may be extended.

Letter of Consent (LOC)
is an official work permit from the Singapore Ministry of Labor for Dependant Pass holders who are owners of a business registered in Singapore, and LTVP/LTVP+ who are spouses or unmarried children of Singapore citizens and permanent residents.
S Pass is a visa for skilled workers who may not meet the EP criteria, subject to a quota. New candidates need to earn at least 3 150 SGD (~2 330 USD) a month for all companies and a least 3 650 SGD (~2 700 USD) for the financial sector.
